Request for Developer Qualifications

The City of Chicago and Mercy Portfolio Services issued a Request for Developer Qualifications in 2009 to solicit interest from for-profit and non-profit developers for the rehabilitation and sale of foreclosed properties. The deadline for submitting RFQs expired on December 31, 2011.

This document includes background on the federal Neighborhood Stabilization Program, objectives of the City of Chicago, rehabilitation standards and financial structure for properties, and evaluation criteria.
